They are not approved vehicles for driving on the street like an adult car or motorbike. This means they don't have license plates, mandatory insurance, or pass vehicle inspections (ITV), because they aren't designed for that purpose.
Public roads refer to any space open for general use: streets, sidewalks, squares, municipal parks, public paths. In these places, the circulation of these vehicles is restricted or directly prohibited by traffic regulations and municipal ordinances.
Private property is, as the name suggests, a place you own or have express permission from the owner to use. This is where the fun can be complete and safe, always under your supervision.
